  Dolly Soto is a seasoned affordable-housing development professional with more than fourteen years of experience in structuring and overseeing complex housing projects. In her work with several large-scale developers, she has guided the development of over 3,000 housing units — representing roughly $1 billion in total development costs. Over the course of her career, she has specialized in both affordable and mixed-income developments, navigating the many layers of financing, regulation, and project management that such developments typically require. Under her leadership, Gemion Consulting offers consulting and project management services tailored to affordable and mixed-income housing developments. This includes structuring financing, managing transactions, ensuring compliance with affordability or subsidy regulations, and overseeing the execution of complex developments from planning through completion.
